Appraisal licences are issued by the individual states… but… Massachusettes does offer reciprocity for NY licensees.

You will need to become licensed in MA, but it’s more a matter of paperwork and their diligence transferring your experience for licensing purposes. (you will not have to get your 2000 hours of fieldwork experience again).
